What it is
Toners began as alcohol-heavy astringents to remove soap residue. Today the word covers very different products: hydrating toners and essences (glycerin, hyaluronic acid, plant waters) that act as a thin first layer of moisturizer, exfoliating toners with glycolic, lactic or salicylic acid, and soothing toners built on extracts such as centella.
None of them is a required step. Modern cleansers don't leave skin at a pH that needs correcting, and skin returns to its own pH on its own. Judge a toner by what is in it: an acid toner belongs with exfoliants, a hydrating one with moisturizers.
How strong is the evidenceweak
There are no good trials showing a toner step improves skin health or outcomes on its own. Any benefit comes from the ingredients: humectants hydrate, and acids exfoliate (covered under exfoliants). Claims about 'rebalancing pH', 'tightening pores' or 'prepping skin to absorb' later products are not supported by independent studies.

- ✓Alcohol-free if your skin is dry or sensitive; high denatured alcohol near the top of the list is drying.
- ✓Fragrance-free, especially if you plan to use it daily.
- ✓For acid toners, a stated percentage and a plan to use them a few times a week, not twice daily.
